10 Nov 2025, Singapore - Departing from Changi Airport will soon cost between S$1 and S$41.60 more. This cost increase will apply to flight seats to be sold from 01 April 2026, for departures on and after 01 October 2026.
The upcoming levy will be determined by a combination of seat class and destination, said the Civil Aviation Authority of Singapore (CAAS) in a press release on 10 November 2025.
It should be paid with the ticket fare, not separately. Ticket issuers will be required to detail the levy amount clearly on tickets
For flight journeys with two or more stops, the levy amount will be calculated based on the immediate next destination, and the chosen seat class.
First-class or business class passengers could pay up to four times more than those in premium economy and economy classes.
As an illustration, a passenger with a premium economy or economy ticket bound for Japan (Band 2, Northeast Asia) will be levied S$2.80. But first or business class tickets to the same destination will be levied S$11.20.
Only a few categories of flight passenger need not pay the levy: travellers transiting through Changi Airport, those on training flights, and passengers on humanitarian flights.
